Organizational Controls and Its Importance

Organizational control aims to incorporate control measures into all activities and processes within the government so that the objectives can be achieved more efficiently and effectively. 

The individual combination of these components results in different types of organizational structures, which can basically be positioned in a spectrum ranging from “mechanistic” to “organic”:

  • Mechanistic: The term “mechanistic” is used to describe traditional approaches to organizational structure which include functional and divisional organizational structure as well as matrix organization. Such forms of organizational structures are characterized by a generally fixed chain of command, narrow margins of control and a high degree of centralization. The jobs and departments are highly specialized, formalized and rigidly divided.
  • Organic: The organic part of the spectrum includes several innovative and experimental organizational structures, often called “flat hierarchies”. Here the chain of command is less rigid but the margins of control are wider. In the components of centralization, specialization, formalization and departmentalization, these concepts also oppose the mechanistic part of the spectrum.

A well thought-out organizational structure that comprehensively defines chains of command, margins of control and communication channels helps align all energies with business objectives. This is achieved, for example, by clarifying the value chain, creating an overview of the workspaces and even reducing organizational costs. It also helps new employees to orient themselves within the company, recognize superiors and subordinates and understand the general picture and career opportunities in the company.

A clear organizational structure therefore contributes to job satisfaction and employee safety. It is often communicated in the form of an organization chart, for example in the recruiting area on the company homepage.

Tasks of an Organization Management Employee:

As an Organization Management Employee you have the following assignments and tasks:

  • You are responsible for the development and modernization of the structures, processes and culture of the organization. You will also develop instruments and provide advice with regard to project management, process management, strategic and operational planning, performance measurement and quality management. You are also responsible for drawing up the management agreement.
  • You provide process analyzes and organizational analyzes and set up improvement initiatives, in collaboration with management and the services involved. You also ensure the follow-up of the guidance of internal customers in the change process.
  • Within that framework you are a project coordinator and you take care of the preparation, implementation and follow-up of the process optimization. You identify bottlenecks, develop reporting mechanisms, organize satisfaction measurements …
  • You are the point of contact for customers. In this capacity you answer questions ad hoc, but you also give advice and take a proactive position by offering preventive solutions, but also by following training courses, consulting literature, maintaining contacts with other organizations, etc.
